Soft dependency of footmisc on bigfoot

Hi,

Currently, bigfoot is listed as dependency of footmisc in

https://tug.org/svn/texlive/trunk/Master/tlpkg/tlpsrc/footmisc.tlpsrc?revision=69729&view=markup

However the bigfoot package is only necessary if a certain package option of footmisc is used and not by default. Shouldn't it be treated as a soft dependency instead and thus be removed from the .tlpsrc file? That's at least how I understand https://tug.org/texlive/pkgcontrib.html#deps
