Exactly, but also - that sentence disagrees what happens when you click
the "bug reports" link. Instead of the link target being, say,
mailto:tex-live at tug.org - it takes you to another page, which then takes
you to the list subscription page. Yes, it's true that there is then a
row which says you can just email the list without subscribing - but it
_is_ the subscription page. So one tends to assume that one needs to get
onto the mailing list.
