It probably uncompresses the image and makes an uncompressed EPS. You
should request Level 2 postscript which supports DCT filters (the same
compression used in JPG). The conversion should just convert binary
data to ASCII85 without touching the JPEG compression and create the
Level 2 image dictionary, bounding box etc. It can be done just in
ghostscript if you learn Postscript. 80 kB jpg should be convertec to
approximately 110 kB EPS Level 2.
