I'm not sure how defensible this position really is (without further
qualification). After all, there *are* file, and have to be, that do not
meet what is written in that link.
Perhaps the most prominent are license files such as the GPL license,
which may be part of a package (and it is recommended to be included).
As this is a license it explicitly prohibits change of itself and this
is understandable and make a lot of sense.
But according to plain reading such package could not be distributed
with TL -- or am I mistaken?
My personal feeling is that a trademarked "logo" falls into a similar
category and the fact that a documentation of a package includes a
display of the logo (that itself would be not allowed to be manipulated)
should not prevent such a bundle from being distributable in TL as long
as the documentation source that makes use of the logo is freely
changeable, so that you can alter it and take the logo out (replacing it
with something else).
