No, it's a runtime option, or should be.
(Check --help to make sure you have it.)

    now mkiv with the minimal fixups

I have to commit changes to mtxrun.lua and context.lua to run with
--shell-escape. Coming shortly. Hopefully it will work after that,
though I am not capable of debugging ConTeXt. -k
