[pretest] pdftex: reference to encoding files moved in the log

Compiling this document with pdflatex:

gives with tl2022 at the end of the log-file

With tl2023 the reference to the encoding file moved up to the place
after loading the pdftex-map:

Is that change intentional? (I found it because some tests with
l3build broke suddenly, so if this change stays we will have to
adapt l3build).
