some formats do not depend on the engines

Good point. I just double checked, and luatex is already marked as
dependency on TeX Live actually – that's why I did not notice the
dependency on luatex.

The formats that are currently present in texlive.tlpdb for csplain require
the engines pdftex, xetex, luatex.
