Better to do some further investigation first so you don't just get the
same issue.

Have you previously installed other TeX software?   Try:

1. Use "type luaoftload-tool" to check for the install path.  For macTeX
you should see:

 % type luaotfload-tool

luaotfload-tool is /Library/TeX/texbin/luaotfload-tool

1. make a note of the size and timestamps of files in
"~/Library/texlive/2022/texmf-var/luatex-cache/generic/names/".
The files should be owned by you.

2. repeat the "luaotfload-tool --cache=purge --force --update" but using
the full
path for "luaoftload-tool", e.g. for macTeX, use:

/Library/TeX/texbin/luaotfload-tool --cache=purge --force --update

This should take some time to run.  Compare file sizes and timestamps.
