TL22 timing

About this year's release, FYI: I'm planning to take the last updates
from CTAN next Monday, March 21, then do the final TL pretest builds
on Tuesday.

Then there will be a hiatus of a few days to all updates for both the
released TL21 and the pretest TL222, so Manfred can test the final
TeX Collection image. When he gives the ok, I will make the pretest be
the new release, hopefully by the end of March.
