The suggestion/question has been answered (thanks for writing, John).

I'd just like to mention that Nicola put in a lot of work with
texosquery to make it suitable for restricted write18. It can do a lot
of system stuff portably across systems, including Windows. It's written
in Java. There are plain TeX and LaTeX "front ends" for convenient use
from TeX.
