I contacted the user.  His example compiles without problems for me;
it might be something in his envlab.cfg (the log shows it loads a
local copy)

It was my first package...  Sweet memories...

By the way, it really should be rewritten, at least for the US post.
The zip code encoding it used was retired by USPS a decade ago.
The new system is more complex, and its implementation is not easy :(
