texmfcnf.lua is broken for ConTeXt.

`kpsewhich -var-value SELFAUTOPARENT` returns `/`.
However, mtxrun is separate from kpathsea.
mtxrun does its own thing.

It seems mtxrun refuses to accept '/' as SELFAUTOPARENT.
