Thank you, Karl, for the detailed explanation. Sounds reasonable.

I understand that TL 2018 should be more than enough for the GCC manuals,
so I'll stick to it for the Linux build boxes I have.

In 2022 I'll bump all Linux build box to Ubuntu 16. If at that moment the
latest TL binaries will run on it, fine. Otherwise I'll check if the U16
distribution binaries are usable for the GCC manuals; if so, I'll ditch the
separate TL install.
