Thanks Lars. It seems "paper" isn't a tlmgr "option" but rather a separate "action". tlmgr paper tells me that a config file for pdftex is affected: /usr/local/texlive/2021/texmf-config/tex/generic/tex-ini-files/pdftexconfig.tex Would this include the etex format? Bob T.
