A recent thread on the XeTeX list, about the inconsistent way in which the updated dvipdfmx.cfg affected various pretesters, has revealed there are currently two versions of dvipdfmx.cfg in people's setup (at least those who installed via mactex, I don't know about other platforms):

/usr/local/texlive/2021/texmf-config/dvipdfmx/dvipdfmx.cfg
/usr/local/texlive/2021/texmf-dist/dvipdfmx/dvipdfmx.cfg

The version in texmf-config, which has precedence, is older and invokes gs with -dDELAYSAFER (= -dNOSAFER).

The version in texmf-dist is the updated one, invoking gs with -dSAFER.
