pdflatex does not work on win after todays update but does on linux

Both 20H2 and 21H1 may share some "fixes".

I can reproduce the problem  in 21H1when texlive 2021 is on a Samba share.
Several years ago I did use a network installation, but gave it up because
it had
some differences from a Windows install and my reason for using it was to
support
colleagues who are stuck with Windows due to policies at their lab.
