comment character in cnf files

Hi,

According to https://www.tug.org/texlive/doc/texlive-en/texlive-en.html#x1-600007.1.7
the official comment character in texmf.cnf is %

I accidentally used # in a local texmf.cnf (with TEXMFCNF set to see it)
dedicated to change font_mem_size

pdftex did not complain, and did obey the enlarged memory setting

can one use # as comment character?
