My test was wrong. By using the changed sources, and by using the
original fmtutil.pl, I obtain correctly

for

pdflatex test.

I'll change almost all windows binaries in this year for TeX Live 2021.
(It will need some time.)
I'll revert fmtutil.pl when I update w32 binaries.
