has the search path during format creation been changed?

I agree that this is a solution, but **why**? What has changed?
It seems that the formats now contain some informatiion about
what KPSE_DOT was during the format dump.

And this code has been here since **2015**

from git blame:
59017b52c2f2 (Norbert Preining 2015-03-18 06:34:46 +0000  382)   $ENV{'KPSE_DOT'} = $thisdir;

So this is for sure nothing we have changed, but something in the latex
format or the engines has changed.
