has the search path during format creation been changed?

We got a bug report that the L3-layer in latex can no longer detect
the windows platform.

The source of the problem is that \file_if_exist:nTF { nul: }
doesn't return true during the format creation. It looks as if the
current directory is no longer part of the search path when a format
is created with fmtutil-sys.

We don't have a problem to adjust the test, but wanted to know first
if the search path been intentionally changed?
