I found the reason, but it is **very** surprising.

The above message appears only if tlmgr cannot compute checksums:
That does mean you:
* don't have Digest::SHA perl module
* you don't have openssl binary
* you don't have sha512sum nor shasum binaries.

That is surprising.

Can you confirm that none of the above is available?
