upgrading from 2020 to 2021

This is to record that it all went exactly as you said:

Once my mirror had the TEXLIVE_2021 file in 

<mirror>/systems/texlive/tlnet/

I was able to 

- wget update-tlmgr-latest.sh from there
- run sh update-tlmgr-latest.sh -- --upgrade
- run tlmgr update --self --all

All went well. Thank you!
