TeX Live on Windows: Texinfo not available?

Hello,

I wonder why Texinfo works at TeX Live on Linux, but Texinfo does not 
work at TeXLive on Windows.

Texinfo:
https://www.gnu.org/software/texinfo/

I specifically use the command line tool "texi2pdf" which is available 
on a Linux installation of TeX Live, but not on Windows.

Is there any option to use Texinfo with TeX Live on Windows ?
