Why is quran package installed by default on Texlive2020

I cannot help but feel that the TeX community is expending a great deal of energy attempt to justify something that is simple a /fait accompli/. There is a far more important question facing the TeX community (which has nothing to do with religion, and nothing to do with Coronavirus / Covid-19) and that is the following :
* Why is a mouse when it spins ?
If "tel-2020--- via tex-live" can provide a satisfactory answer to that question, I for one will be more inclined to start worrying about whether package 'quran' should or should not form a part of TeX Live, and even more importantly, why there is no package 'tao-te-ching'.
