Why is quran package installed by default on Texlive2020

  Well, it is getting hard to tell what you’re actually asking.  Since
you say that Urs understood your question, it seems to boil down to “why
is the package quran included in collection-xetex?”  And the reason for
that must be that it was felt to be XeTeX-specific (at least originally,
considering its location on CTAN: /macros/xetex/latex), and that
collections form in mathematical terms a partition of the set of
packages: every package must be in one collection and only one.
