updating texlive-scripts gives strange message

I'm guessing you are updating on Windows (filesystem or machine).
Indeed, bin/man is a new symbolic link which will result in this error.
Fortunately it is harmless (just results in an empty file) and you can
ignore it until we figure out the best fix. Thanks for the report. --karl
