Unwritable texmf-local after installing texlive 2020

I deleted all the contents of texlive from my C: drive on Windows 2007. 
I created the C:\texlive\texmf-local directory and added a single file 
in new subdirectories, 
C:\texlive\texmf-local\tex\latex\TCItex\welcome.tex.

Then I did the default network install, and then ran texhash. I got this 
result:

Cannot open c:/texlive/texmf-local/ls-R to write.

texhash: Updating c:/texlive/2020/texmf-config/ls-R...

texhash: Updated c:/texlive/2020/texmf-config/ls-R.

texhash: Updating c:/texlive/2020/texmf-var/ls-R...

texhash: Updated c:/texlive/2020/texmf-var/ls-R.

texhash: Updating c:/texlive/2020/texmf-dist/ls-R...

texhash: Updated c:/texlive/2020/texmf-dist/ls-R.

texhash: Done.


The property dialogs for ls-R and ls-R.orig show that no user has any 
privileges on either file, but that the file owner can create them. This 
problem is fatal to our installation for Scientific Word and Scientific 
WorkPlace, and may force us to retreat the texlive 2019.

Can anyone help?
