expired GPG key for TeX Live 2020

I don't know which key server you used, but for example using

	curl -fsSL 'https://keyserver.ubuntu.com/pks/lookup?op=get&search=0xc78b82d8c79512f79cc0d7c80d5e5d9106bab6bc' | gpg --import -

you can get an up to date key.

@Karl: We should better link the key to the front page, the texlive.asc
from my home dir.
