bad signatures preventing TL2020 update

I find it interesting that even adding that command-line option I still see :

> C:\Windows\system32>tlmgr update --self --all --verify-repo=none
> tlmgr.pl: package repository http://mirror.ox.ac.uk/sites/ctan.org/systems/texlive/tlnet (not verified: gpg unavailable)
> tlmgr.pl: saving backups to C:/TeX/Live/2020/tlpkg/backups

Why does it still report "not verified: gpg unavailable" when it was told not to attempt verification ?
