Broken TeX Live 2019 Installation

Greetings!

I had installed TexLive 2019, and used Texmaker as an editor. But every
time I compile my tex file the "Log File not found!" message keeps popping
up. Since I had installed the TexLive 2019 in D:\, I configured the
texmaker so that it can access latex.exe and pdflatex.exe in their
locations. But still nothing happened.

During the installation of TexLive 2019, I had observed that my antivirus
blocked the mktexlsr.exe. I thought that it could be the reason so I
unblocked it, but still nothing happened. I posted this concern in {TEX}

Someone suggested to run fmtutil-sys --byfmt pdflatex, and the result shows
thatfmtutil-user doesn't find any fmtutil.cnf and fmtutil-sys can't write
format due to some permission problem. Can you give me any assistance on
this issue? Thank you.
