I installed in successfully already on one pc and just doing the
laptop. 

gpg doesn't work yet. Trying to get it from Norbert's repo gave

tlmgr --repository http://www.preining.info/tlgpg/ install tlgpg

tlmgr.pl: The TeX Live versions supported by the repository
http://www.preining.info/tlgpg/
  (2016--2019)
do not include the version of the local installation
  (2020).
