ePiX package missing

If there is a newer version that what is on CTAN, CTAN should be
informed so they can move their version to obsolete. (I'm writing them.)
Or, ideally, the author contacted to keep CTAN up to date. (I'm skipping

That's the most important part of "integrate into the TeX Live build
system".

If it's already in the distros (presumably could be done for other os's
easily enough), I see little reason to add it to TL.
