    texmf-dist/scripts/texlive/NEWS
    which may be moved to
    texmf-dist/docs/ somewhere

Sorry, I just don't want to move the NEWS file. It is a consequence of
texmf-dist/scripts/texlive serving double duty as the source/development
directory and distribution directory.  We used to have the "upstream"
source for all the scripts under Build/source, but that became
infeasible.

For your purposes, I suggest you simply delete it. The same information
(minus unreleased changes) is at https://tug.org/texlive/tlmgr-news.html.
