babel greep and missing characters in TL2019

Until greek.ldf is updated you can process the documents with

\expandafter\def\csname ver at tuenc.def\endcsname{}
\usepackage[greek]{babel}
\expandafter\let\csname ver at tuenc.def\endcsname\relax


so the TU code path is taken
