Hmm, but then why did happen what the OP posted?
I only see a bug report that an empty latex document cannot be compiled,
and that l3backend is tried to be loaded. If this happens, out of
whatever reason, something is wrong.
Ok, we always said that package-package requirements are not fully
defined, and one needs to install the resp collection to get everything
necessary.
Could it be that the OP had
- l3kernel (expl3.sty) installed
- l3backend *not* installed
?
In this case, we probably need a inter-package dep
l3kernel -> l3backend
or similar

Are there any other of these dependencies?
