Naming the ARM(64) binaries for Windows

so I think with this:

the suggestion by Karl
	arm64-windows
is a good one.

But that leaves the problems he mentioned still open. I have given it
several times a shot, but it is not trivial, and lots of places.
And not all Windows might be treated the same way, maybe.

I will see at some point whether I can give it another shot ;-)
