Some experiments with settings in ~/.Xresources (on my system):

Xft.dpi: 196.0
is honored by Tcl/Tk and vim.gtk3, and ignored by Perl/Tk.

*Font: Cambria 18
is honored by Perl/Tk and ignored by Tcl/Tk and vim.gtk3.
