Without looking back to see which O/S you are using ...  In Windows, you can evaluate the variable by surrounding it with per-cent symbols and then appending (or pre-pending), as in :

C:\  Set TEXMFDBS = %TEXMFDBS%;D:\
C:\  Set TEXMFDBS = D:\;%TEXMFDBS%
