Not reproducible:
$ tlmgr --repository https://texlive.info/tlpretest/ update --list
tlmgr: package repository https://texlive.info/tlpretest/ (not verified: valid signature with expired key)

tlmgr itself needs to be updated.
Please do this via either
  tlmgr update --self
or by getting the latest updater for Unix-ish systems:
  http://mirror.ctan.org/systems/texlive/tlnet/update-tlmgr-latest.sh
and/or Windows systems:
  http://mirror.ctan.org/systems/texlive/tlnet/update-tlmgr-latest.exe
Then continue with other updates as usual.

Could it be that your wget and wgetrc are simply hosed?

BTW, this repeats every year, most of the time it is one of your
particularly strange settings ... ;-)

What about running
	tlmgr -v --repository https://texlive.info/tlpretest/ update --list
Mind the "-v" and see what is shown?
