I cannot reproduce this unless you are having a strange tlmgr setup.

Could you open cmd shell with the installed tlmgr available, and type in
        tlmgr repository
followed by
        tlmgr update --list
and send the output?

Here I have no problems (well, some strange ones, but then, it is JVM,
which is stupid) wrt loading repositories and displaying updates.

PS: Ahh, and last but not least, it would have been nice to have this
kind of testing **before** we make the final iso image ...

If you remember, I did report problems [1, 2, 3, ..., 13] almost as soon as the first pre-test of TeX Live 2020 was announced, but they were never resolved and I was therefore unable to test further.  This more recent bout of testing is not of TeX Live per se, but rather of the more recently announced TeX Collection.
