There is a problem, in particular on w7, that windows often fail to
come to the foreground; in such a case you have to select it from
the taskbar instead. But this does not explain your exact problem.

In my tests, I have no problem loading the dvd as repository.

Ah, so there is no point in attempting an upgrade then.  OK, in that case I will try again once the regular mirrors are for TL2020.  I will look for an extra taskbar item, but not report back unless I find one.  "tlcockpit" is still spinning like a top ...
