Confused, Siep.  The TeX Live 2020 "Start" menu offers me (amongst other options) "TeX Live Manager", but when I launch that option I am not taken to "tlmgr" but to "C:\TeX\Live\2020\bin\win32\tlshell.exe", so it isn't clear to me how debugging options for "tlmgr" are applicable.  Can you clarify, please ?

Also I can confirm that the situation still obtains after a re-boot.
