wish.exe is the graphical script interpreter for the gui front ends.
In some future update of the installer we shall suppress this
message.

Apparently, you typed 'V:\texlive\tlpkg\tltcl\bin\wish.exe does' and
then wish does indeed look for a file 'does'.
