To disambiguate less verbosely, type
  texdoc bytopic
or
  texdoc texby

For a universal solution you could add a line in texdoc.cnf
(or better, in the local addendum thereof, e.g.,
texmf-local/texdoc/texdoc.cnf),

alias topic=texbytopic
