Report an error which asked me to report to you

Dear Tex Users Group,

I'm here to report a problem I met when I was executing "tlmgr update
-all". It returned following messages and did not update my packages.

I then ran tlmgr update -all again and it works well. This time it printed
tlmgr.pl: package repository
http://mirrors.tuna.tsinghua.edu.cn/CTAN/systems/texlive/tlnet
(verified)
in the first line.

I'm using TeX Live 2019 on Windows 10 1809. build 17763.503 Since it
works well on mirrors other than that specific one, I'm just reporting
this to you as it asked me to.
