I have just uploaded tlcockpit 1.1 to CTAN, which ships now with two jar
files, one for jdk11 and above, where javafx is included, and one for
jdk8 where javafx is not included.

The shell wrapper (Unix, Mac) tries to determine the running java
version and selects the jar accordingly, but the Windows version can't
do that and expects sdk11 or above installed.
