Packages that need compiling

Hello,

In the output of the ctan2tds I have seen my new developed package
"clojure-pamphlet" marked as "die 'skipping, compilation'". Does that mean
that the package will never be shipped with TeXLive? Do I need to do
something special because the package needs compilation? Would it help if I
ported the executable to Perl/Lua?
