I would suggest that all such links should have the protocol/scheme removed; rather than specifying (e.g.,) http://ctan.<whatever>/ or https://ctan.<whatever>/, they should simply specify //ctan.<whatever>/; if served over HTTP, the resulting (implied) protocol will be HTTP; if served over HTTPS, the resulting (implied) protocol will be HTTPS.  We use schemeless URLs as standard on the hotel web site.
