[tex-live] using luatex53 - format not found

I managed to get it working by forcing fmtutil-sys to create the
format in the luatex-folder with 

fmtutil-sys --byfmt=lualatex53
--fmtdir=C:\texlive\2018\texmf-var\web2c\luatex --no-engine-subdir

Is there a way to code this in the cnf??
