[tex-live] MacTex Bug: wget.x86_64-darwin is missing HTTPS support

Hi,

the macOS version of wget has no HTTPS support.

$ ./wget.x86_64-darwin --version
GNU Wget 1.19.1 built on darwin14.5.0.

-cares +digest -gpgme -https +ipv6 -iri +large-file -metalink -nls
-ntlm +opie -psl -ssl

This seems to be a bug. TexLive accepts HTTPS-enabled repositories
(TLPDB.pm checks for FTP, HTTP and HTTPS links) but then fails when trying
to download updates from them.

The Windows version doesn't have that problem.
